An error that enabled customers of the casino to withdraw more money than they are due from ticket in, cash out machines, resulted in arrests by police

The Star Sydney’s parent company and one of the largest entertainment and gaming groups in Australia, Star Entertainment Group, was involved in a scandal related to alleged breaches of regulations related to anti-money laundering and other issues. As the second inquiry into The Star Sydney loomed, allegations of records falsification emerged earlier this week.

The allegations came after Liquor & Gaming NSW uncovered discrepancies between actual data from The Star Sydney and recorded and submitted gaming interactions by the venue. The probe uncovered that while the casino posted reports about its gambling interactions, CCTV and observations did not match with the reported actions to protect the consumers from excessive gambling.

Nicholas Weeks, the person appointed to the role of manager at The Star Sydney to help guide the venue to compliance, revealed that the Liquor & Gaming NSW inspectors compared recorded player protection data to actual CCTV footage and in-person observations, finding a mismatch between the information. As a result, the casino was accused of “falsification of records,” which occurred not only often but involved a large portion of the employees.

TICO Machines Error Pays Extra $2.1M to Gamblers

The latest hearing uncovered another major concern regarding The Star Sydney’s “ticket in, cash out”(TICO) machines. An issue with a software update on some of the machines cost the casino AU$3.2 million ($2.1 million) and according to a newly released report, people involved in the activity were reported to the police by the casino for fraud.

More than 40 people exploited the faulty TICO machines at the casino before the error was finally fixed nearly two weeks later. As announced by the Sydney Morning Herald, people who participated in the illicit activity are now facing legal repercussions as they were reported for fraud to the police by The Star Sydney.

The fraudulent activity wasn’t elaborate at all and was in fact caused by a glitch in the TICO machines’ software. Whenever a person placed two tickets into such a machine, they would receive the payout of the two tickets, but one of them would be returned to the customer. Subsequent attempts to redeem the returned ticket were successful and many people started doing so. To make matters worse, the ticket could’ve been redeemed multiple times, which is why the gambling operator lost millions after only 13 days.

The latest report told the story of a woman with the initials T.L.L., who was a recovering gambling addict. After hearing about the TICO glitch at The Star Sydney, she started to withdraw money using the same method. Overall, T.L.L. withdrew AU$57,265 ($36,900) and from that total, she spent everything but AU$5,000 ($3,200).

The TICO machine error happened last summer. Once the casino realized there was an issue, it reported the customers’ activities to the police. As a result, T.L.L. and many others were arrested and charged with fraud.

She explained that she decided to try out online casino games because her luck at brick-and-mortar casinos “hasn’t been so great.”

Accordingly, she decided to give online gaming a chance and try her luck there, and it paid off.

The player also advised fellow gamblers to “never spend money that’s necessary for survival” on casinos, namely, money “meant for bills or necessities.”

She finally advised players who have extra money to spend to try their luck in a responsible manner.

New York State previously announced its plans to introduce three new downstate casino licenses. One of those licenses is expected to be awarded for New York City and there are plenty of leading gaming operators and developers who have already shown interest. Overall, there are nine bids for a casino license for the Big Apple.

Earlier this week, city lawmakers approved important changes to the regulations, paving the way for the development of one casino. On Thursday, the New York City Council voted and approved a text amendment that would “allow applicants, with a proposed gaming site in the city, to be considered by committees of local officials established by the State’s casino licensing process.”

The City Council greenlighted the Gaming Facility Text Amendment which makes changes to New York’s zoning. Previously, casinos were not permitted within the Big Apple’s zoning, but the change seeks to address this conflict while still ensuring that local communities can help decide whether or not a casino is established in their area.

Operators interested in casino licenses must first secure approval from the local Community Advisory Committees (CACs), which will review submissions made before June 30, 2025. According to the City Council, after CACs approval and a Gaming Facility Location Board recommendation, one of those bids would be able to secure one of the three casino licenses announced by the New York State Gaming Commission.

“Currently, casinos are not permitted uses within New York City’s zoning. This text amendment would resolve this zoning conflict, while maintaining communities’ decision-making authority on casino licenses within the State’s application process, which first requires approval by local Community Advisory Committees (CACs),“

Although the voting of the zoning change text passed, it wasn’t without opposition. A majority of 35 council members supported the change while 15 members voted against it.

The City Council confirmed that the sites that would be considered for a casino would be “limited to high-density commercial and manufacturing areas.” This was precisely one concern for Kalman Yeger, one of the council members who voted against the zoning text change. Quoted by amNewYork, he revealed: “Casinos are bad, but they’re even worse in our residential neighborhoods.” Moreover, Yeger said: “They’re worse just blocks away from our schools, from our kids, from family lives. And no amount of revenue is worth destroying neighborhoods in the city. So that a lot of people can make some money…It’s bad policy.”

Despite the progress, there’s plenty of time before the potential approval of a casino license in New York.

With Quebec facing budget challenges, the government has tasked crown corporations, such as Loto-Québec, with finding cash savings totaling $1 billion. Now, the Quebec Online Gaming Coalition has unveiled a report highlighting the economic benefits of Ontario’s regulatory model.

Chartered accounting firm Mallette conducted an economic analysis of iGaming Ontario for the fiscal year 2022-23, its inaugural year of operation. The report revealed that iGaming Ontario, in collaboration with the Alcohol and Gaming Commission of Ontario (AGCO) and the Ontario Lottery and Gaming Corporation (OLG), generated approximately $230 million in revenue for various levels of government after expenses. Specifically, iGaming Ontario contributed at least $145 million annually to the Ontario government’s coffers. Moreover, OLG’s revenue from online gaming surged by 31% during this period.

The Quebec Online Gaming Coalition, comprising prominent industry players such as Betway, Bet99, and DraftKings, sees potential in replicating Ontario’s success in Quebec. Nathalie Bergeron, spokesperson for the Coalition, emphasized the profitability of Ontario’s model and its ability to address budget deficits. She highlighted that such a regulatory framework not only generates new revenue but also facilitates the implementation of responsible gaming measures.

The economic impact of iGaming Ontario extends beyond revenue generation. The province experienced a significant boost to its GDP, with nearly $1.6 billion added in the first year alone. The Quebec government faces mounting pressure to modernize its gaming sector, especially considering the substantial revenue leakage to unregulated markets. At the same time, AGCO and iGaming Ontario recently released an IPSOS study indicating that 86.4% of Ontarian players utilized regulated sites for online gaming in the past three months, showing an increase from the previous year.

The criminal case involved a 31-year-old man with the initials R.F., who was arrested after allegedly stabbing one visitor of the Muckleshoot Casino and Resort. The violent act dates back to the late hours of Saturday and early morning on Sunday. At around 10 PM on Saturday, the suspect arrived at the casino and according to a report by KOMO, he was after killing “an associate.” The 31-year-old entered the casino and searched the gaming floor but after he couldn’t find the person he was looking for, decided to kill someone else instead.

Unfortunately, this was the case for one visitor who fell victim to the attacker. A 29-year-old man with the initials B.L., who was gambling at a craps table, was approached by the suspect from behind. Then, the 31-year-old allegedly took out a box cutter and violently stabbed the victim, slashing his neck. Sadly, the 29-year-old victim, who did not know the attacker, nor expected to be attacked, passed away on the casino floor from the fatal wounds.

After the stabbing, which occurred around 1:30 AM on Sunday, the suspect was detained by casino security. A box cutter knife was collected as evidence from the crime scene by police. So far it is unclear how the suspect was able to bring in the murder weapon.

Suspect Held on a $5 Million Bond

During the suspect’s first court appearance on Monday, prosecutors told the judge that the attack was random and violent. Referring to the vicious stabbing, a prosecutor said: “It occurred in front of a large group of people.”

Considering the unprovoked attack, Judge Jill Klinge concluded that there is probable cause for charges against the 31-year-old suspect. The Judge set a whopping $5 million bond for the suspect of the violent attack, while he also may face charges for first-degree murder.

Currently, murder in the first degree is the most serious type of homicide in Washington State. Such crimes are identified as intentional, and individuals convicted of murder in the first degree are subject to a sentence of life imprisonment.
